URBANIZATION IN THE WESTERN AMAZON: REHABILITATION OF AREAS DEGRADED BY SOLID URBAN WASTE IN THE MUNICIPALITIES OF THE SOUTHERN CONE (RO), A QUESTION OF PUBLIC AND ENVIRONMENTAL HEALTH

Abstract

This project aimed to find out how the rehabilitation projects of the areas degraded by solid urban waste in the municipalities of the Southern Cone of Rondônia were elaborated. In Brazil, according to IBGE, 50.8% of the solid waste was still disposed of in open-air dumps, 22.5% in controlled landfills and 27.7% in landfills. The implantation of the CDR 2 Irmãos Sanitary Landfill is of great relevance to the 10 (ten) municipalities that compose the Southern Cone of the state of Rondônia. Considering that Brazilian municipalities would have until July 2014 to comply with Law n. 12.305 / 2010. For the full development of this project, the following activities were carried out: Visits to the areas used as dumps in the municipalities that make up the Southern Cone; a network of contacts was organized with the purpose of collaborating with municipal governments for, perhaps, establishing institutional partnerships. What was found with this work was the financial difficulty and qualified personnel for the effectiveness of what is advocated by Law n. 12.305 / 2010. Municipalities without funds and without personnel able to manage everything that concerns solid urban waste and the contracting of private companies (as resources permit) for the elaboration of rehabilitation projects for the areas degraded by the dumps. In some, the areas were only closed for new deposits, with no prospect of any regulatory compliance activity.
